Mmmm there are many ways to learn interpersonal skills. Most benefits are actually from real life experiences.
One sure way not to learn these skills is when we become self-absorbed and insular even when interracting with people.
To inter-relate, there are two essential requirements.
1. To be open to connecting / relating with people.
2. To observe and have awareness of another person & the environment.
Without these, no one can really be ‘inter-personal’ with any one! There are many people out there who are happy to be in their own separate personal bubbles and ‘appear’ to interract with another.
So to answer your question directly:
1. Listen to the people you are interracting with.
2. Feel your feeling in order to articulate self accurately.
3. Ask rather than make assumption.
4. Find someone open & aware enough to give feed back and reference point. (independent professional or very reliable self-aware friends without invested interests)
5. Practice and pratice and more practice.
6. Gain self-awareness and self-confident.
7. Learn society language / rules / signals / ettiquettes.
8. Be in the present !
I am not sure your reason for asking, but I hope this helps.

Watch closely how other people interact with each other. When A says something, how does B respond? Has A said something that makes B angry? Or does B seem to agree with A.
Observe what kind of behaviors bring forth a good response, and which kind of behaviors irritate other people.

You don’t necessarily ‘learn’ interpersonal skills, they naturally develop as you find confidence in your authentic ability to listen, relate, build trust and just relax. The most important interpersonal skill is eye contact. Second: speak clearly, openly, honestly and be articulate. Third: don’t take yourself too seriously and be emotionally present when it’s your ‘turn’ to respond.
